Only after the winner racks the pot you can move the cards of other players. You can’t touch or move the cards of other player without their permission. You cards are safe if you put them face down on the table and put a chip on top of them. The dealer has to offer a cut of the deck to the player to his right. It is up to the player to decide whether to cut the deck or not. He can let another player to his right do it. The cards can be dealt without cutting. It is called tapping.
